Valerie Plummer is principal of Impact Development Consultants, providing fund
development assistance to a variety of emerging and mid-size nonprofit
organizations.
Valerie has been engaged in fund development professionally for thirteen years, and brings
expertise in accessing funding through federal agencies, regional and national
foundations, corporate philanthropy, and individual giving.

As Executive Director of the Oregon Microenterprise Network (OMEN) from 2004 until January 2012, Valerie Plummer built the capacity of Oregon’s small business development industry through policy development, advocacy, and member training. Valerie oversaw OMEN’s statewide loan fund/Community Development Financial Institution, OMEN’s market research services for entrepreneurs, OMEN’s participation in the Connecting Oregon for Rural Entrepreneurship (CORE) in rural Oregon, and the organization’s Asset Building Corps VISTA project.
Prior to coming to Oregon, Valerie managed the IDA program and information systems at West Company, a Women’s Business Center and Small Business Development Center in rural Mendocino, California. In addition to her recent membership on the national Association for Enterprise Opportunity Board of Directors, Valerie is a member of the Portland State University Business Outreach Program Advisory Board, the Hacienda CDC Community Economic
Development committee and the Craft3 (formerly Enterprise Cascadia) Advisory Board.
